Revisión y propuestas de señalización vertical del Manual de Dispositivos (MDCTACC) del MTC

Abstract

En la actualidad, la reglamentación que rige sobre la señalización vial en el Perú son las contenidas en el Manual de Dispositivos de Control del Tránsito Automotor Para Calles y Carreteras. Estas fueron aprobadas por Resolución Ministerial N°210-2000-MTC/15.02 del Ministerio de Transportes, Comunicaciones, Vivienda y Construcción y publicadas el 19 de julio de 2000. El manual vigente según se señala en su presentación “constituye el documento técnico oficial destinado a establecer la necesaria e imprescindible uniformidad en el diseño y utilización de los dispositivos de control de tránsito”. Por este motivo la aplicación de lo que él indica es de carácter obligatorio en todo el ámbito nacional. La realización de esta Tesis es necesaria porque hay contradicciones que se han podido encontrar en este Manual y que se señalarán en el trabajo a desarrollar. Como se sabe el tema de la señalización vial está íntimamente ligado a la seguridad vial, por lo tanto si la reglamentación o su interpretación resultan ambiguas o equivocadas se puede tener consecuencias que motiven la pérdida de vidas humanas. El mismo manual señala en su item 1.4 Necesidad de Estudios de Ingeniería que: “... El estudio conlleva la responsabilidad del profesional y de la autoridad respecto al riesgo que pueden causar por una señalización inadecuada”.

Currently, the regulations governing on road signs in Peru are contained in the Manual de Dispositivos de Control del Tránsito Automotor Para Calles y Carreteras. These were approved by Ministerial Resolution N ° 210-2000- MTC/15.02 of the Ministry of Transportation Housing and Communications and published on July 19, 2000. The current handbook as outlined in his presentation "is the official technical document intended to establish the necessary and essential uniformity in the design and use of traffic control devices." For this reason the application of what it suggests is compulsory throughout all the country. The realization of this thesis is necessary because there are contradictions that have been found in this Manual and are noted in the work to develop. As we know the issue of road signs is closely linked with road safety, so if regulations or their interpretation are ambiguous or wrong can have consequences that motivate the loss of human lives. The same manual states in its item 1.4 Need for the Study of Engineering that: "... The study involves the authority and professional responsibility with respect to the potential risk caused by an inadequate signal. "
