Modelo de gestión de proyectos para mejorar la calidad de inversión pública en el sector transportes - provincia de San Martín

Abstract

La presente investigación se propone un modelo de gestión para elevar la calidad de la inversión pública en el sector transporte dentro de la provincia de San Martín que articule la inversión desde el programa multianual de inversiones (PMI), evitando de esta forma la duplicidad de inversiones entre los gobiernos distritales con el gobierno provincial, así mismo se busca mantener información actualizada en tiempo real a través del mapa de caminos que se plantea con la presente investigación, haciendo que de esta forma que podamos tener brechas cuantificables en lo que se refiere a vías vecinales que están en pésimo y regular estado, y un aproximado de la inversión que se necesita para poder cerrarlas, contribuyendo a que de esta forma el problema se resuelva de una manera general y con sostenibilidad en el tiempo, y no solo se apague incendios temporales. El presente modelo de gestión, ayudara a los operadores del sistema de inversiones del estado de los gobiernos locales, a tener una hoja de ruta y programar las inversiones de acorde con su realidad, optimizando los pocos recursos con los que cuentan, pero brindando en forma conjunta con el gobierno provincial un servicio de transitabilidad en vías vecinales adecuado.

The present investigation proposes a management model to raise the quality of public investment in the transport sector within the province of San Martín that articulates the investment from the multiyear investment program (PMI), thus avoiding the duplicity of investments among the district government and the provincial government, likewise it is sought to keep updated information in real time through the road map that is presented with the present investigation, thus making it possible to have quantifiable gaps in terms of neighborhood roads that are in a port and regular state and an approximate of the investment needed to close them, contributing to this way the problem is solved in a general way and with sustainability over time, and not only temporary fires are extinguished. The present management model will help the operators of the investment system of the state of local governments, to have a road map and to plan the investments according to their reality, optimizing the few resources they have, but providing jointly with the provincial government an adequate road transport service in local roads.
