Implementación de un sistema eficiente para mejorar la gestión de seguridad y salud ocupacional en una empresa minera

Abstract

La presente investigación fue desarrollada en la mina La Arena S.A., la cual al inicio del proyecto se tuvieron una cantidad considerable de accidentes en la operación, un accidente mortal con un ex colaborador de una empresa contratista y el incremento de accidentes en el área de Mantenimiento. Es por ello que la Alta Gerencia de la mina aprueba la implementación de la OHSAS 18001 y el SBC (Seguridad Basada en el Comportamiento). En el proceso de implementación de la OHSAS 18001 se formaron auditores internos, desarrollándose auditorías internas y externas, cuyos hallazgos identificados y subsanados permitieron la mejora de la Gestión de Seguridad. Sin embargo, para reducir los accidentes se enfocó en trabajar los comportamientos inseguros identificados en los análisis de los accidentes del área de Mantenimiento, para ello se contrató el servicio de una empresa extranjera para la implementación del SBC. Con la implementación de la OHSAS 18001 se logró estructurar la base de la gestión de la Seguridad y con el SBS (Seguridad Basada en el Comportamiento) se redujo la cantidad de accidentes. Demostrándose que el OHSAS 18001 soportado con la gestión del comportamiento seguro mediante el SBC, sea el nuevo enfoque de un Sistema de Gestión Preventiva de los Accidentes en una operación minera.

The purpose of this research was developed at La Arena S.A. mine, which at the beginning of the project had a considerable number of accidents in the operation, a fatal accident with a former employee of a contractor company and an increase of accidents in the Maintenance area. For this reason, the mine's senior management approved the implementation of OHSAS 18001 and SBC (Behavior Based Safety). During the OHSAS 18001 implementation process, internal auditors were trained and internal and external audits were carried out, and the findings identified and corrected led to improvements in safety management. However, in order to reduce accidents, the company focused on working on the unsafe behaviors identified in the analysis of accidents in the maintenance area, for which it hired the services of a foreign company to implement the SBC. With the implementation of OHSAS 18001, it was possible to structure the basis of safety management and with the SBS (Behavior Based Safety) the number of accidents was reduced. This demonstrates that OHSAS 18001, supported by the management of safe behavior through the SBC, is the new approach to a Preventive Accident Management System in a mining operation.
