Desarrollo y aplicación de un plan de prevencion de riesgos en una estación de servicios (CL/GLP) en Huanuco

Abstract

El presente trabajo de suficiencia profesional, titulado "Desarrollo y aplicación de un plan de prevención de riesgos en una estación de servicios (CL/GLP) en la ciudad de Huánuco", se centra en la gestión preventiva de riesgos para evitar o mitigar los daños que podrían surgir en un establecimiento que comercializa combustibles líquidos (CL) y gas licuado de petróleo (GLP). El objetivo de este trabajo es desarrollar e implementar de manera estructurada un plan de acciones preventivas y correctivas que eviten o mitiguen las consecuencias negativas que podrían resultar de la materialización de los riesgos, afectando a trabajadores, clientes, factores ambientales e infraestructura. En la primera etapa, se identifican los riesgos mediante visitas al establecimiento, durante las cuales se observan las condiciones de funcionamiento y la forma en que se ejecutan los procesos de operación y manipulación de los combustibles. En esta fase, de forma complementaria, se ha revisado el instrumento ambiental, la memoria descriptiva, los detalles técnicos, el plan de respuestas a emergencias y los planos de ingeniería. Como resultado de esta etapa, se identificaron un total de trece (13) riesgos. Posteriormente, los riesgos fueron evaluados siguiendo el método sugerido por las guías de buenas prácticas NTP 330 y NTP 324, determinando tres (03) riesgos intolerables y diez (10) riesgos importantes. Con los riesgos priorizados y ordenados, se establecen las acciones correctivas y preventivas a implementar. En la etapa final, se lleva a cabo la revisión de los resultados de las acciones implementadas en un periodo de tres (03) años; el resultado fue de cero accidentes y dos (02) incidentes controlados. Asimismo, se evaluaron los costos de las implementaciones.

The present professional sufficiency work entitled: "Development andimplementation of a risk prevention plan in a service station (CL/GLP) in the city of Huánuco," focuses on preventive management with the aim of avoiding or mitigating the damages that could be caused by the existing risks in an establishment that sells liquid fuels (CL) and liquefied petroleum gas (GLP). The objective of the work is to develop and implement in a structured manner a plan of preventive and corrective actions that avoid or mitigate the negative consequences generated by the materialization of risks and that could affect workers, customers, environmental factors, and infrastructure. In the first stage, risks are identified through visits to the establishment where the operating conditions and the way in which the processes of operation and handling of fuels are carried out were observed. In this pase and complementarily, the environmental instrument, descriptive memory and technical details, emergency response plan, and engineering plans have been reviewed. As a result of this stage, a total of thirteen (13) risks were identified. Then, the risks were evaluated following the method suggested by the Good practices guides NTP 330 and NTP 324, determining three (03) intolerable risks and ten (10) significant risks.. With the risks prioritized and ordered, corrective and preventive actions to be implemented are established. In the final stage, the results of the implemented actions are reviewed over a period of three (03) years; the result was zero accidents and two (02) controlled incidents. Likewise, the costs of the implementations were evaluated.
