Propuesta de adecuación sanitaria a nivel de expediente técnico del desembarcadero pesquero artesanal de Pacasmayo, en el distrito y provincia de Pacasmayo - Región La Libertad

Abstract

En el presente trabajo desarrolla la propuesta de adecuación sanitaria a nivel de expediente técnico del desembarcadero pesquero artesanal (DPA) de Pacasmayo, de la región de La Libertad y solucionar las deficiencias técnicas del actual DPA denominado “Frigorífico Pesquero Artesanal de Pacasmayo”. Dentro de la problemática del actual frigorífico se puede mencionar que no cuenta con muelle propio, no cuenta con zona de desinfección, ni con servicios higiénicos suficientes para el personal operativo, no cuenta con un patio de maniobras de dimensiones adecuadas, además opera con cámaras de frío antiguas y deterioradas que impiden la correcta conservación de los recursos hidrobiológicos, así mismo la red eléctrica no cuenta con subestación, generador, ni cuarto de bombas, y la red sanitaria es deficiente, pues las unidades de tratamiento de desagüe no doméstico están colapsadas, cuyo efluente descarga a la orilla del mar, lo que no sólo representa un problema ambiental, sino un factor de impedimento legal respecto a la autorización sanitaria del DPA. Por todas estas consideraciones, esta infraestructura deberá ser demolida en su totalidad tal como lo establece el PIP; al no cumplir con los requisitos que exige la norma sanitaria. En ese contexto, se ha desarrollado el presente proyecto, que busca mejorar las condiciones físicas y funcionales del Desembarcadero Pesquero Artesanal de Pacasmayo a través de la intervención integral de su infraestructura, proponiendo para ello, la ejecución de obras nuevas en mar y tierra que permitan el desarrollo de la actividad pesquera de la zona en condiciones sanitarias apropiadas, permitiendo así mejorar la competitividad de esta actividad en toda la Región.

In this work, the proposal for sanitary adaptation at the technical file level of the artisanal fishing dock (DPA) of Pacasmayo, in the La Libertad region, is developed to address the technical deficiencies of the current DPA known as "Frigorífico Pesquero Artesanal de Pacasmayo." Among the issues with the current facility, it can be mentioned that it lacks its own pier, has no disinfection area, and does not have enough sanitary facilities for the operational staff. It also lacks a maneuvering yard with adequate dimensions, and it operates with old and deteriorated cold storage units that prevent the proper preservation of hydrobiological resources. Additionally, the electrical network does not have a substation, generator, or pump room, and the sanitary network is deficient, as the nondomestic wastewater treatment units are collapsed, with their effluent discharging into the shoreline, which not only represents an environmental problem but also a legal impediment regarding the DPA's sanitary authorization. Due to all these considerations, this infrastructure must be completely demolished as established by the PIP, as it does not meet the requirements set by the sanitary regulations. In this context, the present project has been developed to improve the physical and functional conditions of the Pacasmayo Artisanal Fishing Dock through the comprehensive intervention of its infrastructure, proposing the execution of new works both at sea and on land to allow the development of the fishing activity in the area under appropriate sanitary conditions, thereby enhancing the competitiveness of this activity throughout the region.
