Formulación del Plan Estratégico Institucional (PEI) de la Procuraduría General del Estado

Abstract

La entrada en vigencia del Decreto Legislativo N° 1326, que creó la Procuraduría General del Estado y reestructuró el Sistema Administrativo de Defensa Jurídica del Estado, en el año 2019; marcó un hito en el ordenamiento jurídico moderno en el estado peruano en beneficio de la defensa de los intereses del Estado. Asimismo, desde el punto de vista de la gestión pública, la creación e implementación de un nuevo organismo público especializado como la Procuraduría General del Estado, supuso un reto de gran envergadura, sobre el cual se desarrollaron esfuerzos coordinados que permitan su incorporación en los principales procesos de los sistemas administrativos de la gestión pública señalados por la Ley Orgánica del Poder Ejecutivo. De esta manera, en el marco del planeamiento estratégico institucional, se hizo necesaria la formulación del Plan Estratégico Institucional (PEI) de la Procuraduría General del Estado, a fin de identificar la estrategia a seguir por la nueva entidad para el logro de sus objetivos en el mediano plazo, y garantizar su adecuado funcionamiento y disposición para el cumplimiento de sus funciones y obligaciones acorde a lo señalado en el Decreto Legislativo N° 1326 y su reglamento; todo ello bajo la metodología establecida por el Centro Nacional de Planeamiento Estratégico – CEPLAN, el cual es el ente rector del Sistema Nacional de Planeamiento Estratégico – SINAPLAN.

The entry into force of Legislative Decree No. 1326, which created the State Attorney General's Office and restructured the Administrative System of Legal Defense of the State, in 2019; marked a milestone in the modern legal system in the Peruvian state for the benefit of the defense of the interests of the State. Likewise, from the point of view of public management, the creation and implementation of a new specialized public agency such as the State Attorney General's Office, was a huge challenge, on which coordinated efforts were developed to allow its incorporation into the main processes of the administrative systems of public management indicated by the Organic Law of the Executive Branch. Thus, within the framework of institutional strategic planning, it became necessary to formulate the Institutional Strategic Plan (PEI) of the State Attorney General's Office, in order to identify the strategy to be followed by the new entity for the achievement of its objectives in the medium term, and to guarantee its adequate operation and disposition for the fulfillment of its functions and obligations in accordance with the provisions of Legislative Decree No. 1326 and its regulations; All this under the methodology established by the National Center for Strategic Planning - CEPLAN, which is the governing body of the National Strategic Planning System - SINAPLAN.
