Diseño de un sistema de ayuda para la gestión del gobierno municipal de Puente Piedra aplicando dinámica de sistemas

Abstract

La presente tesis tiene como finalidad diseñar e implementar un modelo dinámico para la gestión del Gobierno Municipal del distrito de Puente Piedra. El modelo dinámico permitirá conocer el estado actual y el comportamiento del sistema municipal basado en su estructura y clima organizacional. En la tesis se mostrará el modelo dinámico de gestión del gobierno municipal y su influencia, modelo que utiliza un conjunto de datos obtenidos mediante encuestas aplicadas a regidores y jefes de áreas. Desde el campo teórico, el modelamiento dinámico permite simular datos provenientes de procesos cuantitativos y/o cualitativos; sin embargo, el presente estudio abordará un problema específico de gestión de tipo cualitativo, debido a que la gestión se basa en procesos de toma de decisiones, las cuales favorecen o afectan a la población del sector e inclusive a los mismos actores del sistema municipal. También se debe resaltar que la metodología utilizada para el diseño del modelo dinámico, se basa en la Dinámica de Sistemas, la cual se usa para crear modelos de simulación. Finalmente, con la presente investigación, espero contribuir a la apertura de nuevas líneas de investigación, que puedan concretarse nuevos temas que generen conocimientos y que ayuden a resolver, en la medida de lo posible, los problemas más críticos de la gestión pública en los gobiernos municipales.

The present thesis has the purpose design and implement a dynamic mode for the administration of the City Hall government of Puente Piedra district. This dynamic model lets us know the state today and the behavior of the City Hall system Based on its structure and atmosphere organizational. The thesis will show the dynamic model of the administration of the City Hal and its influence, the model that uses a group of data obtained using surveys procedures applied to regional servers and bosses of different areas. From the theoretical field, the dynamic modeling lets us simulate data coming from quantitatives and/ or qualitatives processes; although this investigation today approaches a specific problem of management of qualitative type because the management is based on decision making processes which contribute or affect to the population of the sector and inclusive to the actors of the City Hall system. Also, we have to emphasize that the methodology used for this design of the dynamic model is based on the dynamic system which is used to create models of simulation. Finally, I hope to contribute to the opening of new lines of investigations with my present research that can help to settle in the innovation of new topics that generate knowledge and can help to solve the most difficult problems in the public management of the City Hall governments.
