Gestión con enfoque a procesos para el control de valorizaciones en un mantenimiento correctivo

Abstract

El presente TSP es una investigación del tipo descriptivo y cuantitativo de los pasos para una gestión de calidad con enfoque a procesos de las órdenes de trabajo OT (Ver Anexo N° 01) de sub actividades y actividades complementarias que Sedapal entrega al contratista CSJL (Consorcio San Juan de Lurigancho) para que realice y valorice en el marco de un contrato de servicio de mantenimiento correctivo de los sistemas de agua potable y alcantarillado en el distrito de San Juan de Lurigancho. La motivación de esta investigación es aplicar a la gestión operativa de un contratista los pasos necesarios para dotarle de una gestión de calidad con enfoque a procesos cuya carencia le dificulta al contratista CSJL la ejecución de órdenes de trabajo del servicio de mantenimiento. Por estas consideraciones en el presente trabajo el objetivo general es aplicar un enfoque a procesos en la gestión operativa del contratista CSJL y los objetivos específicos son en coincidencia con los pasos para establecer una gestión de procesos: representar e interrelacionar el servicio de mantenimiento en un mapeo o estructura de procesos estratégicos, operativos y de apoyo; obtener un flujo y secuencia de las órdenes de trabajo OT para valorizar y por último seguir o controlar las valorizaciones de las órdenes de trabajo OT del mantenimiento. En el presente informe para el control de las valorizaciones de las órdenes de trabajo OT se usa indicadores y gráficos estadísticos. Se desarrolla indicadores del tipo EVMS (Valor Ganado) SV, SPI, TSPI e indicadores del tipo ES (Cronograma Ganado) SV(t), SPI(t), TSPI(t) a partir de parámetros de costos del tipo EV y PV del EVMS. Dentro del plazo en un proyecto o gestión operativa los indicadores EVMS y ES coinciden y son acertados. Fuera del plazo o retraso los indicadores ES son más acertados porque incluyen el tiempo en el que el EV acumulado debió haber ocurrido respecto al PV acumulado (EVacum=PVacum).

This TSP is a descriptive and quantitative investigation of the steps for quality management with a focus on processes of OT work orders of sub-activities and complementary activities that Sedapal delivers to the contractor CSJL (Consortium San Juan de Lurigancho) to carry out and value within the framework of a corrective maintenance service contract for the drinking water and sewerage systems in the district of San Juan de Lurigancho. The motivation of this research is to apply to the operational management of a contractor the necessary steps to provide it with quality management focused on processes whose lack of which makes it difficult for the CSJL contractor to execute maintenance service work orders. Due to these considerations, in the present work, the general objective is to apply an approach to processes in the operational management of the contractor CSJL and the specific objectives are in coincidence with the steps to establish a process management: represent and interrelate the maintenance service in a mapping o structure of strategic, operational and support processes; Obtain a flow and sequence of OT work orders to assess and finally follow or control the assessments of OT maintenance work orders. In this report, to control the valuations of OT work orders, statistical indicators and graphs are used. Indicators of the EVMS (Earned Value) type SV, SPI, TSPI and indicators of the ES (Earned Schedule) type SV(t), SPI(t), TSPI(t) are developed based on costs parameters of the EV and PV type of the EVMS. Within the term in a project or operational management, the EVMS and ES indicators coincide an are correct. Outside the term or delay, the ES indicators are more accurate because they include the time in which the accumulated EV should have occurred with respect to the accumulated PV (EVacum =PVacum).
