Optimización del proceso de respuesta de los bienes de ayuda humanitaria con el modelo Scor en el Distrito del Callao

Abstract

El Centro de Operaciones de Emergencia de la Municipalidad Provincial del Callao no cuenta con una adecuada herramienta de gestión, de modo que el proceso de respuesta ante una emergencia es deficiente, afectando directamente la asistencia del Gobierno Local hacia la población. Por ese motivo la presente tesis tuvo como objetivo general determinar la influencia de la optimización del proceso de respuesta de los bienes de ayuda humanitaria ante una emergencia con el Modelo SCOR en el Distrito del Callao. Se utilizó la siguiente metodología, la investigación fue de tipo básica con un nivel descriptivo, con una investigación cuantitativa de tipo no experimental. La técnica que se utilizó son las entrevistas y el instrumento que se utilizó fue una ficha de preguntas dirigida al Gobierno Local. Para el estudio se asumió como población a las 75 personas que laboran en todas las unidades pertenecientes a la Municipalidad Provisional del Callao, habiendo sido el mismo para la cantidad muestral. Para la validación de la hipótesis general propuesta en la presenta tesis se determinó mediante la prueba del Rho de Spearman que existe correlación de 0,894 que es positiva muy fuerte y significativa entre las variables, por lo que se recomienda que el Centro de Operación de Emergencia Provincial realicen la implementación del Modelo SCOR para que tengan optimizado el proceso de respuesta de los bienes de ayuda humanitaria.

The Emergency Operations Center of the Provincial Municipality of Callao does not have an adequate management tool, so that the response process in an emergency is deficient, directly affecting the assistance of the Local Government to the population. For this reason, the general objective of this thesis was to determine the influence of the optimization of the response process of humanitarian aid goods in an emergency with the SCOR Model in the Callao District. The following methodology was used, the research was of a basic type with a descriptive level, with quantitative research of a non-experimental type. The technique that was used is the interviews and the instrument that was used was a question sheet addressed to the Local Government. For the study, the 75 people who work in all the units belonging to the Provisional Municipality of Callao were assumed as the population, having been the same for the sample amount. For the validation of the general hypothesis proposed in the present thesis, it was determined by means of the Spearman's Rho test that there is a correlation of 0.894, which is very strong and significant positive between the variables, for which it is recommended that the Provincial Emergency Operation Center carry out the implementation of the SCOR Model so that they have optimized the response process of humanitarian aid goods.
