Gestión administrativa para la continuidad del proyecto "Construcción de la represa de Potaga" formulado en el marco del SNIP

Abstract

El resumen de este trabajo es describir los procedimientos administrativos que se realizaron para darle continuidad al proyecto “Construcción de la represa Potaga”, meta III, formulado en el marco del SNIP, describiendo los documentos que se generaron para la actualización en el banco de inversiones del MEF y actualización en los formatos de seguimiento del invierte.pe para su incorporación como no prevista en la Programación Multianual de Inversiones (PMI), a fin de que se le asigne presupuesto para su reinicio. El presente trabajo de suficiencia profesional propone los procedimientos que se puede seguir para la reactivación y/o continuidad de un proyecto de inversión que haya sido formulado en el marco del SNIP y que a la fecha se encuentre paralizada siguiendo los lineamientos establecidos en el Directiva N°001-2019-EF/63.011 y conocimientos adquiridos en la práctica respecto a procedimientos que no están normados ni regulados que se obtuvo a través de reuniones con diferentes especialistas de inversiones y especialistas en registro en el banco de inversiones. Esta propuesta inicia con las actividades desarrolladas durante el periodo de paralización, con la búsqueda de información principalmente de las valorizaciones, cuaderno de obra y expediente técnico, con el fin de poder constatar la información que se tiene registrada en sistema para luego constatar in situ el estado real de la inversión el cual será fundamental ya que dependiendo del informe se constatará lo realmente ejecutado con el gasto realizado. Con la información real se realizó las gestiones administrativas para el financiamiento para su continuidad; se proyectó los informes para la actualización en el banco de inversiones y los aplicativos que es el formato 12°B e Infobras, asimismo, se elaboró el informe para la incorporación del proyecto en la Programación Multianual de Inversiones como inversión no prevista en el año 2020. Luego se describe las actividades que se realizaron cuando el proyecto reinicio, que consistió con la revisión de los informes mensuales de la valorización presentadas por el Supervisor de obra y el Contratista del proyecto, seguimiento a la actualización del Formato N°12b dentro de los 10 primeros días del mes siguiente que corresponde la valorización, seguimiento a la actualización del Infobras y los trámites administrativos para la conformación del comité de recepción del proyecto.

The summary of this work is to describe the administrative procedures that were carried out to give continuity to the project "Construction of the Potaga Dam", goal III, formulated within the framework of the SNIP, describing the documents that were generated for the update in the MEF investment bank and update in the follow-up formats of invierte.pe for its incorporation as not foreseen in the Multiannual Investment Programming (PMI), so that a budget is assigned for its restart. This professional sufficiency work proposes the procedures that can be followed for the reactivation and/or continuity of an investment project that has been formulated within the framework of the SNIP and that is currently paralyzed following the guidelines established in Directive No. 001-2019-EF/63.011 and knowledge acquired in practice regarding procedures that are not regulated or standardized that was obtained through meetings with different investment specialists and specialists in registration at the investment bank. This proposal begins with the activities developed during the period of stoppage, with the search for information mainly on appraisals, work log and technical file, in order to verify the information that is registered in the system and then verify in situ the real status of the investment, which will be essential since depending on the report, it will be verified what was actually executed with the expense incurred. With the real information, the administrative procedures for financing for its continuity were carried out; The reports for updating in the investment bank and the applications, which are format 12°B and Infobras, were projected. Likewise, the report for the incorporation of the project in the Multiannual Investment Programming as an investment not foreseen in 2020 was prepared. The activities that were carried out when the project restarted are then described, which consisted of the review of the monthly reports of the valuation presented by the Construction Supervisor and the Contractor of the project, follow-up to the update of Format No. 12b within the first 10 days of the following month corresponding to the valuation, follow-up to the update of Infobras and the administrative procedures for the formation of the project reception committee.
