Seguimiento y evaluación del plan operativo institucional 2022 del Programa de Desarrollo Productivo Agrario Rural-AGRO RURAL

Abstract

El presente trabajo de suficiencia profesional corresponde al seguimiento y evaluación de la implementación del Plan Operativo Institucional del Programa de Desarrollo Productivo Agrario Rural – AGRO RURAL en el año 2022, desarrollado con la finalidad de analizar e identificar las Acciones Estratégicas que tuvieron menor ejecución en el año 2022. En este periodo se programaron un total de 1,645 Actividades Operativas Institucionales logrando una ejecución física promedio del 93%. El análisis realizado evidencia la baja ejecución en algunas acciones estratégicas como es el caso de la Acción Estratégica Institucional 03.01 y Acción Estratégica Institucional 03.02, ambas relacionada a la infraestructura de riego, así mismo en el caso de los centros de costo los que presentan menor grado de ejecución son la Sub Unidad de Riego Tecnificado y la Sub Unidad de Infraestructura de Riego Menor, que justamente son las que ejecutan las Acciones Estratégicas Institucionales antes mencionadas. En el último acápite del presente trabajo se detalla el análisis realizado, así como algunas recomendaciones que contribuirán con la mejora del seguimiento y la evaluación del Plan Operativo Institucional.

This professional sufficiency work corresponds to the monitoring and evaluation of the implementation of the Institutional Operational Plan of the Programa de Desarrollo Productivo Agrario Rural – AGRO RURAL in 2022, developed with the purpose of analyzing and identifying the Strategic Actions that had lower execution during that year. In this period, a total of 1,645 Institutional Operational Activities were programmed, achieving an average physical execution of 93%. The analysis carried out shows the low execution in some strategic actions, such as Institutional Strategic Action 03.01 and Institutional Strategic Action 03.02, both related to irrigation infrastructure. Likewise, in the case of cost centers, those with the lowest execution levels are the Subunit of Technified Irrigation and the Subunit of Minor Irrigation Infrastructure, which are precisely the ones in charge of executing the aforementioned Institutional Strategic Actions. In the last section of this work, the analysis performed is detailed, as well as some recommendations that will contribute to improving the monitoring and evaluation of the Institutional Operational Plan.
