Abstract

El déficit de equipamientos culturales es una gran brecha que limita el desarrollo social de las personas. Actualmente, Comas, entre otros distritos de Lima Norte, carece de infraestructura suficiente para satisfacer las necesidades de sus habitantes, en su mayoría jóvenes, quienes requieren opciones para aprovechar su tiempo de ocio con experiencias que fomenten su crecimiento personal, y así reducir conflictos sociales como la delincuencia. Ante la necesidad social, a lo largo de los años, grupos de artistas interesados en el desarrollo cultural de la comunidad han venido realizando actividades artísticas en los espacios públicos de Comas, estos eventos tuvieron acogida de la población y dieron resultados positivos como en el caso del barrio “La Balanza”. El proyecto de tesis “Centro Cultural y Biblioteca Municipal de Comas” presenta el diseño de un edificio cultural que cubre la demanda existente, responde ante la falta de lugares donde se puedan realizar diversas manifestaciones artísticas, y además brinda servicios de información fomentando la lectura entre los ciudadanos. El proyecto se ubica frente a la plaza del Centro Cívico de Comas, espacio público en el que se desarrollan las actividades municipales del distrito. El planteamiento arquitectónico busca generar espacios similares a los utilizados para difundir las actividades culturales en el distrito, preservando la conexión entre el espacio público y sus habitantes, e impulsando tanto el desarrollo cultural como la participación ciudadana. El proyecto cuenta con una zona cultural conformada por talleres artísticos, un auditorio y salas de exposiciones que muestran la historia del distrito. También cuenta con una biblioteca municipal que contiene espacios de lectura apropiados para usuarios de todas las edades. Por tanto, el “Centro Cultural y Biblioteca Municipal de Comas” es un espacio de encuentro social que ofrece servicios culturales, educativos y de esparcimiento.

The deficit of cultural facilities is a great gap that limits the social development of the population. Currently, Comas, among other districts of Lima Norte, lacks sufficient infrastructure to meet the needs of its inhabitants, mostly young people, who need proposals for making good use of their leisure time with experiences that encourage their personal growth, and thus reduce social conflicts such as delinquency. Given the social need, over the years, groups of artists interested in the cultural development of the community have been carrying out artistic activities in the public spaces of Comas, these events were welcomed by the population and gave positive results as in the case of “La Balance” neighborhood. The thesis project “Cultural Center and Municipal Library of Comas” presents the design of a cultural building that meets the existing demand, responds to the lack of spaces where various artistic manifestations can be held, and provides information services by encouraging reading among citizens. The project is located in front of the Comas Civic Center square, a public space in which the district's municipal activities take place.

The architectural proposal seeks to generate spaces similar to those used to disseminate cultural activities in the district, preserving the connection between the public space and its inhabitants, and promoting both cultural development and citizen participation. The project has a cultural zone made up of artistic workshops, an auditorium and exhibition halls that show the history of the district. It also has a municipal library that contains reading spaces appropriate for users of all ages. Therefore, the “Cultural Center and Municipal Library of Comas” is a social meeting space that offers cultural, educational and recreational services.
