Monitoreos a la prestación de los servicios de saneamiento en el ámbito rural a las Juntas Administradoras de Servicios de Saneamiento

Abstract

Esta investigación estuvo basada en una evaluación respecto a servicios de saneamiento dentro del contexto rural a las Juntas Administradoras de Servicios de Saneamiento (JASS) en Chancay, Huaral el cual se desarrolló por la SUNASS en 2020. Asimismo, tuvo la finalidad por evaluar los servicios de agua potable y alcantarillado que brindan por medio de las Juntas Administradoras de Servicios de Saneamiento en el distrito de Chancay. El documento comprende la evaluación administrativa y operacional a las JASS en Chancay, así como también la evaluación de sistemas de agua potable, alcantarillado, tratamiento de aguas residuales y disposición final. En donde se pudo evidenciar que algunas JASS, evaluadas en la presente investigación, no cuentan su inscripción en el Libro de Registros de OC a la Municipalidad Distrital, no implementan la Metodología para cálculo de cuota familiar validada mediante la SUNASS y no hay un control de recaudos y correcto arqueo de libro de caja para su sostenibilidad financiera. Se evidenció que las infraestructuras de saneamiento no cuentan con un mantenimiento mínimo además que, en el proceso de producción de agua, en donde no se realiza un control óptimo de productos químicos, así como de control de calidad y cantidad de agua producida. Así mismo las JASS no poseen un sistema básico de tratamiento de aguas residuales además de no contar con autorización de la ANA para la descarga de sus aguas residuales.

This research was based on an evaluation regarding sanitation services within the rural context of the Sanitation Services Administrative Boards (JASS) in Chancay, Huaral, which was developed by SUNASS in 2020. Likewise, it had the purpose of evaluating the services of drinking water and sewerage provided through the Sanitation Services Administrative Boards in the district of Chancay. The document includes the administrative and operational evaluation of the JASS in Chancay, as well as the evaluation of drinking water, sewage, wastewater treatment and final disposal systems. Where it was evident that some JASS, evaluated in this investigation, do not count their registration in the OC Record Book to the District Municipality, they do not implement the Methodology for calculating the family quota validated through the SUNASS and there is no control of records and correct cash book accounting for financial sustainability. It was evident that sanitation infrastructures do not have minimum maintenance in addition to the water production process, where optimal control of chemical products as well as quality and quantity control of produced water is not carried out. Likewise, the JASS do not have a basic wastewater treatment system in addition to not having authorization from the ANA to discharge their wastewater.
