Abstract: La micromovilidad experimentó un notable crecimiento durante la pandemia de COVID-19; sin embargo, su investigación conceptual continúa en una etapa incipiente. Esta limitación ha convertido su regulación y gestión en un desafío para diversas ciudades, incluyendo Lima Metropolitana y otras del Perú. La importación masiva de scooters eléctricos y su uso no regulado ilustran este escenario. Ante ello, se desarrolló un diagnóstico integral que abarca los grupos vehiculares sujetos a regulación conceptual a nivel nacional y provincial, como los vehículos ciclos y de movilidad personal, alineados con las definiciones internacionales de micromovilidad. El análisis se organiza en tres dimensiones: la institucionalidad y actores vinculados; el concepto y contexto de la micromovilidad; y la infraestructura destinada a su circulación. Asimismo, se incorpora un caso de estudio sobre la definición de “vehículo menor” aplicado a dos distritos limeños, que evidencia la interacción de estos tres aspectos en iniciativas regulatorias locales. El trabajo propone seis lineamientos interdependientes orientados a fortalecer la gestión y regulación de la micromovilidad mediante acciones coordinadas entre los actores involucrados. Estas directrices, basadas en referencias nacionales e internacionales, se traducen en acciones estratégicas como la conceptualización y caracterización de la micromovilidad, la clasificación de infraestructuras, la actualización de competencias institucionales, la derogación o ampliación de normativas vigentes y el diseño de herramientas como estructuras de atributos e indicadores de desempeño. Los lineamientos se articulan con los objetivos nacionales incluyendo el Acuerdo Nacional y las Políticas Nacionales e internacionales, particularmente los Objetivos de Desarrollo Sostenible. Finalmente, se presenta una aplicación piloto de dos lineamientos en el Cercado de Lima, cuyo modelo es replicable o adaptable a escala nacional.
Micromobility experienced significant growth during the COVID-19 pandemic; however, its conceptual development remains in an early stage. This limitation has made its regulation and management a challenge for many cities, including Metropolitan Lima and others in Peru. The massive importation of electric scooters and their unregulated use exemplify this situation. In response, a comprehensive diagnostic was conducted covering vehicle groups subject to conceptual regulation at national and provincial levels, such as cycle vehicles and personal mobility devices, aligned with international micromobility definitions. The analysis is structured into three dimensions: institutional frameworks and relevant actors; the concept and context of micromobility; and the infrastructure designated for its districts in Lima, is also included to demonstrate how these three dimensions interact within local regulatory initiatives. The study proposes six interdependent guidelines aimed at strengthening the management and regulation of micromobility through coordinated actions among involved stakeholders. These guidelines based on national and international references translate into strategic actions such as the conceptualization and characterization of micromobility, the classification of supporting infrastructure, the updating of institutional competencies, the repeal or expansion of existing regulations, and the development of tools such as attribute structures and performance indicators. The guidelines align with national objectives including the National Agreement and National Policies and international frameworks, particularly the Sustainable Development Goals. Finally, a pilot application of two guidelines is presented for the district of Cercado de Lima, offering a model that can be replicated or adapted at the national scale.
